I always get this feeling that even though I have included this, no one actually uses it, or if they do, it is very rare.

I did use it on a few occasions. I think most bloggers are using WYSIWYG editor as a default. Since I stopped using WYSIWYG, I am using more links from "Link To Me Plugin".
I guess it will not always provide you the results you want, but at least its here, and can be used if one desires.

I'd like to know if it works. I have a few blogs that I thought about using it on, but I'm not sure how much it would increase the amount and quality of links coming into a medium-traffic blog in a niche industry.

I am not that sure if it is going to work. But it does not bother me to have it here. So will see. I used on some occasions when when referencing other blogs. I am sure that some times it does not fit what you write but hopefully it will some how help to provide more links with the anchor text containing some keywords.
